When you use our DV PAY APP (hereinafter referred to as DV PAY) related products and services, we will collect, store, use and provide your personal information in accordance with the DV PAY Privacy Policy (hereinafter referred to as "this Policy"). At the same time, we will explain to you through this policy how we provide you with services to access, update, manage and protect your information.

We strive to use easy-to-understand, concise language, and use bold to remind you of terms of this policy that have a significant relationship with your rights and interests. This policy is closely related to your use of our services. Before using DV PAY related products and services, please carefully read and understand the entire content of the DV PAY Privacy Policy and make the choices you think are appropriate.

In order to comply with national laws, regulations and regulatory requirements (for example: real-name system management, fulfillment of anti-money laundering responsibilities, and risk prevention measures), and to provide you with services and improve service quality (for example: support us in developing new products or improving the functions of existing products), we need to collect, store, use and provide your information to the outside world, while better protecting your account and financial security.

This policy requires the collection, use, storage and external provision of your personal information in accordance with local national laws and regulations.

I. How we collect personal information

When you use DV PAY and related services, we need to collect some of your information in the following situations to provide you with services, improve our service quality, protect your account and fund security, and comply with national laws, regulations and regulatory requirements:

  1. Perform anti-money laundering obligations and conduct real-name management system in accordance with laws, regulations and regulatory requirements
    1. When you register a DV PAY account, you need to provide your mobile phone number and a verification code. When using DV PAY services, you need to provide your mobile phone number as the account login name. When logging in, we also need your hardware serial number or unique device identification code to verify the account and complete the login.
    2. In order to fulfill legally mandatory obligations and regulatory requirements (including anti-money laundering obligations and real-name system management requirements), you need to complete the real-name authentication process when you open an account and use the credit card collection service. To complete the real-name authentication process, you need to provide your name, valid ID number, bank card number, mobile phone number reserved by the bank, and dynamic verification code. We will verify the aforementioned information with the issuing bank, and in order to verify the accuracy and completeness of the information you provide, we will check with state agencies, financial institutions, enterprises and institutions that legally retain your information. If we need to collect your information from these verification agencies during the verification process, we will ask the relevant verification agencies to explain the information source and confirm the legitimacy of the source of personal information. If you do not provide the aforementioned information, you may not be able to use the corresponding services.
  2. Risk prevention
    1. In order to protect the security of your account and funds, when you need to retrieve your password, we need to verify your mobile phone number and dynamic verification code.
    2. In order to improve the security of your use of our services and prevent your funds and personal information from being obtained by criminals, we need to record the service type, method and related operation information you use, such as: device model, IP address, device IMEI serial number, device software version information, device identification code, device identifier, location, network usage habits, and other service-related log information. If you do not agree to provide the aforementioned information, you may not be able to complete the risk control verification.
  3. In the following situations, you can choose whether to authorize our company to collect and use your personal information:
    1. Device status: used to determine the device identification code to ensure the security of account login. After the authorization is refused, some functions such as message push will not work normally.
    2. Storage permission: used to cache texts and images generated during your use of DV PAY, and some functions such as system update downloads will not work normally after authorization is denied.
    3. Camera: used for ID card identification, bank card identification, code scanning, and picture uploading. We do not keep information about the functions related to your application mobile terminal. After the authorization is refused, the above functions will not be available.
    4. Photo album: used for scanning codes and uploading pictures. Picture information obtained by us is encrypted and stored in the database. After the authorization is denied, the above functions will not be available.
    5. Geographical location: used mainly for risk control of DV PAY transactions and obtaining surrounding preferential information. After the authorization is refused, the above functions may not work normally.
    6. Network communication: used to communicate with the server. After the authorization is refused, all functions of DV PAY cannot be used. Our system background saves the network information of the equipment used by customers during transactions, including IP and port information.
    7. Make a call (CALL_PHONE): for DV PAY to contact customer service. After authorization is denied, the above functions may not work normally.
    8. Modify WiFi status (CHANGE_WIFI_STATE): used to obtain the network connection mode in time when the WiFi status changes, notify the user of the network status switch and send it to the backend. After the authorization is denied, the above functions may not work normally.
    9. Modify network state (CHANGE_NETWORK_STATE): used to obtain the network connection mode in time when the network state changes, notify the user of the network state switch and send it to the backend. After the authorization is denied, the above functions may not work normally.
    10. Read the list of installed applications: we may collect the installed application list of your device to call up social platform apps for third-party social sharing. The backend does not save your installed application list information. After the authorization is denied, the above functions may not work normally.
    11. Obtain running process information: we may obtain running process information through the system package manager to obtain relevant version information of the application itself. The backend does not save your running process information. After the authorization is denied, the above functions may not be available.

The above functions may require you to enable our company to access your device, storage, camera, photo album, geographic location, and network communication in your device to realize the collection of information involved in these functions. Please note that when you enable these permissions, you authorize our company to collect and use this information to achieve the above functions. If you cancel these authorizations, our company will no longer continue to collect and use your information. At the same time, however, it cannot provide you with the above-mentioned functions corresponding to these authorizations.

  1. According to relevant laws, regulations and national standards, we may collect and use your personal information in accordance with the law without your consent in the following situations:
    1. Directly related to national security and national defense security;
    2. Directly related to public security, public health, or major public interests;
    3. Directly related to criminal investigation, prosecution, trial and execution of judgments;
    4. It is difficult to obtain your own consent for the purpose of safeguarding life, property and other major legal rights and interests;
    5. The collected personal information is disclosed to the public by you;
    6. Collect personal information from legally disclosed information, such as legal news reports, government information disclosure and other channels;
    7. It is necessary to sign and perform the contract according to your request;
    8. Necessary for maintaining the safe and stable operation of the services provided, such as discovering and handling product or service failures;
    9. Other circumstances stipulated by laws and regulations.
  2. Others

When we provide you with other business functions, we will separately explain the scope and purpose of information collection to you, and collect and provide corresponding services after obtaining your consent. We will use, store, provide and protect your information in accordance with this policy and the corresponding user agreement: if you choose not to provide the aforementioned information, it may affect your use of certain services.


2. How do we use cookies and other technologies

In order to provide you with an easier access experience, when you access or use services provided by mobile terminals, we may identify you through small data files. These may be cookies or other local storage provided by your browser or associated applications (hereinafter referred to as "Cookies"). Some of our services can only be realized by using Cookies. If your browser or browser add-on services allow, you can modify the acceptance of cookies or refuse to use cookies. The "Help" section in the toolbar of most browsers will tell you how to prevent your browser from accepting new cookies, how to have your browser notify you when you receive a new cookie, or how to turn off cookies altogether.

If you use services provided by third parties through our APP, we cannot guarantee that these third parties will take protective measures in accordance with our requirements. To help ensure your security and access experience, we may use a dedicated network protocol and proxy technology ("dedicated network channel" or "network proxy") to identify high-risk sites, reduce risks like phishing and account leakage, and help protect against content tampering introduced by insecure routers or illegal base stations. During this process, we may obtain and save relevant information about your device, such as IP address and hardware ID.


3. How do we store and protect personal information

We only retain your personal information for the period necessary for the purposes stated in this policy and within the time limits required by laws and regulations.

To protect your information security, we will take reasonable and necessary measures, including physical, technical and administrative security measures, such as transport layer data encryption, firewalls, encrypted storage, physical access controls, and information access authorization controls. We have established security procedures, special management systems, and conduct audits and internal emergency response training and drills. In the event of a personal information security incident, we will promptly inform you in accordance with laws and regulations about the situation, possible impact, measures taken or to be taken, and suggestions to reduce risks.

Please keep your login account password and other identity elements safe. If you find that your login name or other identity elements may or have been leaked, please contact us immediately so we can take measures to avoid or reduce related losses.

After you stop using our services, we will stop collecting and using your information, unless otherwise stipulated by laws, regulations or regulatory authorities. If we stop operating, we will stop collecting your personal information in a timely manner, notify you of cessation of operation, and delete or anonymize your personal information held.

We only retain personal information for the required legal period and for the time necessary to achieve the purposes of this policy. For example: mobile phone numbers are retained to ensure your normal use of the service while the APP is in use.


4. How we use personal information

  1. We will use your information in the following situations to comply with laws and provide services, improve quality, or protect your account and fund security:
    • To achieve the purposes described in "How we collect personal information" in this policy;
    • To ensure stability and security of the service: identity verification, security protection, fraud monitoring, prevention or prohibition of illegal activities, risk reduction, archiving and backup;
    • Report to relevant departments in accordance with laws, regulations or regulatory requirements;
    • Invite you to participate in customer research related to our products or services;
    • Conduct comprehensive statistics, analysis and processing of your information to provide more accurate, personalized, smooth and convenient services and marketing activity notifications. If you do not want to receive such information, you can turn off the application's message push function.
  2. When we want to use the information for other purposes not specified in this policy, we will seek your consent again in accordance with laws and regulations.

5. How do we provide personal information externally

  1. Sharing
    1. Business sharing
      • We promise to keep your information confidential. Unless required by laws or regulatory authorities, we will only share your information with third parties in the following circumstances. Third parties include our affiliates, cooperative financial institutions and other partners. Before providing information to a third party, we will use commercially reasonable efforts to assess the legality, legitimacy, and necessity of the third party's collection of information. We will sign relevant legal documents with third parties and require them to abide by laws and take protective measures.
      • Examples:
        1. To complete a transaction we may provide the transaction number and related payment information to your transaction counterparty; the counterparty can view part of your registration information during or after payment.
        2. Some products or services may be provided by third parties or jointly provided by us and third parties; sharing is necessary to provide those services.
        3. If you participate in an activity jointly carried out by us and a third party, we may share necessary information for completion of the activity so the third party can issue prizes or provide services.
        4. With your explicit consent, we will share information with third parties within the scope permitted by law and your authorization.
    2. Complaint handling
      • When you complain about others or are complained about, to protect legitimate rights and interests, we may provide your name, valid ID number, contact information, and relevant content of the complaint to consumer protection departments and regulatory agencies, except where prohibited by law.
  2. Transfer
    • We will not transfer your personal information to any company, organization or individual, except in these cases:
      1. Obtain your explicit consent in advance;
      2. According to laws and mandatory administrative or judicial requirements;
      3. In asset transfer, acquisition, merger, reorganization or bankruptcy liquidation, if personal information transfer is involved, we will inform you and require the new holder to continue to be subject to this policy.
  3. Public disclosure
    • In principle, we will not disclose your information to the public, except that the mobile phone number or login name of winners may be desensitized when announcing winners. If public disclosure is necessary, we will inform you and obtain your explicit consent.
  4. Entrusted processing
    • We may entrust affiliated companies or other professional institutions to process user information on our behalf under written agreements and confidentiality obligations. We remain responsible for their compliance. When an entrustment is terminated, the entrusted party will no longer store personal information.
  5. According to laws and national standards, we may share, transfer or disclose personal information without your consent in limited situations such as national security, public security, criminal investigations, protection of life, or when the information is already public.

6. Your rights

We provide operation settings so you can access and manage your personal information and protect your right to cancel your account. You may:

  1. If you find our collection or use of your personal information violates laws or agreements, contact customer service to request deletion of personal information collected in violation.
  2. If you find your personal information collected and stored by us is wrong, contact customer service to request correction.
  3. We may not be able to comply with certain requests under laws or when compliance would harm others or involve commercial secrets. Examples include requests related to national security, public security, criminal investigations, abuse of rights, or requests that would cause serious damage to others.

7. How do you manage your personal information

In accordance with relevant laws and regulatory requirements, our company guarantees that you can exercise the following rights with respect to your personal information: access, correct and update your personal information through our DV PAY APP and other channels, unless otherwise stipulated by laws, regulations, and regulatory policies. You are responsible for updating your personal information in a timely manner. Before modifying personal information, we will verify your identity. After you log in to the DV PAY APP, you can modify the login password and payment password in "My - Account Security".


8. Statement on Third Party Responsibility

Please note that third parties—such as the counterparty to your transaction, operators of third-party websites, third-party services accessed through us, and third parties that receive your personal information from us—may have their own privacy policies. These third parties may place their own cookies or pixel tags, which are not under our control and are not governed by this policy. We will use commercially reasonable efforts to require these parties to take protective measures, but we cannot guarantee their compliance. Please contact those third parties directly for their privacy policy details.

If you find third-party pages or applications risky, you are advised to stop the relevant operations to protect your rights and interests.


9. Application and update of this policy

All DV PAY services are applicable to this policy. When major changes occur, we will update this policy in due course, for example:

  1. Changes to ownership (mergers, acquisitions, reorganizations);
  2. Changes in the scope, purpose, or rules of collecting, storing, and using personal information;
  3. Changes in the object, scope, and purpose of providing personal information externally;
  4. Changes in the way you access and manage personal information;
  5. Changes in data security capabilities and information security risks;
  6. Changes in channels and mechanisms for user inquiries and complaints and contact methods;
  7. Other changes that may significantly affect your personal information rights.
  8. We may revise this policy as needed. When terms change, we will notify you via push notifications, pop-up windows or other appropriate forms when you log in and update the version.

10. Other matters

The titles of all clauses in this policy are for convenience only and have no interpretive meaning.
